Do not let your gears stop you from getting better, I'd state out few of the most flavored gaming mice today.

For mouse, all you need is a good grip and a good track of its surface mouse. Laser mouse is the best example:

These are the 3 affordable Razer products that come with good grip and control. Do not mind the dpis as you only need 1000dpi or less for CS. Of course if you think they are still too costy for you and you are ok with small mouse, try Razer Krait then.

The big expensive mice. Big and customable weights for more controls. Ideal for players with big palm.
Logitech G1
Logitech G3
Only the difference in extra buttons, a light weight laser mouse that's suitable for players who like to play with Swings (Moving fast ended up with lifting up the mouse with low sensitivity). Seriously, they are lighter than Krait.

Microsoft
Microsoft IE 3.0
Big optical mouse with good grip. Very common among CS community in Malaysia as its affordable and durable.
